Delegate Armstead moves to amend the committee substitute on page one, by striking out the title and substituting therefor a new title, to read as follows :
A BILL to amend and reenact §5-5-2 of the Code of West Virginia, 1931, as amended, all relating to increasing the annual incremental salary increase for certain eligible employees of the state.
